I have the same problem too. After trial and error, I managed to get
tethering done with bluetooth. please do the following:
1. make sure your iphone shows up under bluetooth devices in your vista computer. else, click add and make sure bluetooth is switched on, on both computer and iphone. go to the properties and make sure under the services tab, Wireless iAP is selected.
2. ignore the message which shows that windows can't find drivers for bluetooth peripheral device. click the on the last option in the message.
3. go to iphone --> settings --> network -->
tethering and switch it on.
4. go to network and sharing centre by right clicking on the network icon on the system tray.
5. on the left panel, click on manage network connections.
6. there should be a bluetooth network connection under personal area network. right click it and select view bluetooth network devices.
7. there should be a network access point (your iphone in this case). click on the connect button.
this should work and your iphone's
tethering would be activated (blue coloured panels at the top).
till a permanent solution is found, just use this go-around method!
